Open a new image 600x600

Open Rectangle Frame and paste as a new layer - resize by 80 - Image - Rotate - Free Rotate - 90 Left and position in the centre

Open Scatter Hearts 2 and paste as a new layer - Image - Mirror - resize by 60 - Sharpen and position on the left - Send to the bottom - repeat with Scatter Hearts and position on the right

Open Wavy Ribbon and paste as a new layer - resize by 45 - Sharpen and position along the bottom - Open your tube and paste as a new layer - Position on the bottom left of the tag

Open Tag - Resize by 40 - Sharpen - Position on the top left - Move under the tube and erase the circle of the frame which shows through the circle fastener bit

Open Wordart 3 and paste as a new layer - Position on the top right of the tube - Apply Gradient Glow at the settings above

Open Wordart 4 and paste as a new layer - resize by 70 - Sharpen and send to the bottom

Open Deco Heart and paste as a new layer - resize by 50 - Sharpen and position below the top wordart

Open Heart Divider and paste as a new layer - resize by 60 - Sharpen and position below the frame toward the bottom

Open Ribbon Hearts and paste as a new layer - resize by 60 - Sharpen - Place on the right

Click inside the frame with your magic wand - Selections - modify - Expand by 5 - Open Paper 10 and paste as new layer - Selections - Invert - Delete - Select none and move under the frame

Open Paper 7 and paste as a new layer - Send to the bottom and apply a mask of choice - merge group - Add drop shadows to your layers - Merge visible

Add correct copyright and licence information - merge down

Save as a png - Add your name - Save again - Done
