Eye Candy - Gradient Glow - Fat - White and Light Blue

Open a new image 600x600

Open Element 195 and paste as a new layer - Resize by 70 - Sharpen and place on the canvas

Open Element 189 and paste as a new layer - Resize by 60 - Sharpen and position on the top left

Open Frame 10 and paste as a new layer - Resize by 75 - Sharpen and place in the centre - Click inside with your magic wand - Selections - Modify - Expand by 5 - Open Paper 22 and paste as a new layer - Selections - Invert - Delete - Select none and move under the frame - Staying on the paper layer - Open Element 24 - Resize by 55 - Sharpen and place in the centre

Back to the top - Open Element 180 and resize by 80 - Sharpen and place on the right

Open Element 124 - Image - Flip - Resize by 45 - Sharpen and place on the top centre

Open Element 191 - Resize by 40 - Sharpen and position toward the top - Duplicate - Image - Mirror and merge down when happy

Open Element 198 and paste as a new layer - Resize by 45 - Sharpen and place on the bottom

Open Element 101 and paste as a new layer - Resize by 80 - Sharpen and place on the left

Open Element 162 - Resize by 30 - Sharpen and place on the top of the tag

Open Element 176 - Resize by 60 - Sharpen and place on the bottom

Open your Element 34 and paste as a new layer - Resize by 55 - Sharpen and place in front of the previous layer - Open your tube and paste as a new layer - Position in the centre and duplicate and hide for  now - Open your Element 107 and paste as a new layer - Resize by 45 - Sharpen and place on the bottom - Unhide your duplicated tube and erase some of the bottom half - see my tag for idea's - Apply Radiance to both layers at the settings above

Open Element 153 and paste as a new layer - Resize by 45 - Sharpen and position in the middle of the fence layer - Open Element 154 and paste as a new layer - Resize by 60 - Sharpen and place on the bottom - Open Element 131 and paste as a new layer - Resize by 35 - Sharpen and position on the bottom right - Open Element 193 and paste as a new layer - Place on the bottom - Duplicate - Image - Flip and Merge down

Open Element 177 and paste as a new layer - Resize by 85 - Sharpen and place on the bottom

Open Element 3 and paste as a new layer - Resize by 25 - Sharpen and position on the bottom right - Open Element 16 and paste as a new layer - Resize by 35 - Sharpen and position on the top of the flowers on the bottom right

Open Element 9 and paste as a new layer - resize by 60 - Sharpen - Using your selections tool - Draw around the Spring word - Edit - Cut - Paste as a new layer and position under the original wordart - Apply Gradient Glow at the settings above

Open Paper 23 and paste as a new layer - Send to the bottom and apply a mask of choice -  merge group - Add drop shadows to your layers - Merge visible

Add correct copyright and licence information - merge down

Save as a png - Add your name - Save again - Done
